　　当今世界，国家之间的竞争主要是专业人才之间的竞争。因此，为了加强我们在世界上的竞争能力，党中央(the CPCCentral Committee)决定充分引进和利用我们的海外留学人才，以及香港、澳门、台湾的专业人才。引进这些人才的部门有银行、保险等行业，以及大型国有企业，因为这些部门对外界开放程度更大，并处于越来越激烈的竞争环境中。
